From October 13 to 15, 2025, a delegation from the Mangystau Region of the Republic of Kazakhstan, together with the “Association of Mediators and Lawyers “Parasat”, paid an official visit to the city of Baku
The main goal of the trip was to strengthen cultural and spiritual ties among Turkic peoples and exchange experience in the activities of the Assembly of the People of Kazakhstan, particularly in the development of the ethnomediation institute. The delegation was headed by Zhanbyrbai Zhumabayevich Mataev, Chairman of the Ethnomediation Council of the Assembly of the People of Kazakhstan in Mangystau Region and Chairman of the Regional Maslikhat. The delegation included representatives of public structures of the Assembly, members of the Ethnomediation Council, representatives of ethnocultural associations, and co-founder of the “Association of Mediators and Lawyers “Parasat” — Gulmaidan Urozbayeva. The three-day working program included a number of official meetings and negotiations aimed at strengthening intergovernmental and professional cooperation. As part of the visit, the delegation met with Alim Bayel, Ambassador of the Republic of Kazakhstan to Azerbaijan.
During the visit, the delegation held meetings with diplomatic and parliamentary institutions, exchanged experience with Azerbaijani specialists, and discussed the development of the ethnomediation institute. At the TURKPA meeting, Kazakhstan’s achievements in promoting public harmony were highlighted, and a proposal was made to hold one of the international events of the Assembly of Turkic States in Mangystau Region, recognized as the cultural capital of the Turkic world in 2025. Special attention was paid to the exchange of mediation practices — members of the delegation visited Mediation Center No. 9 in Baku and discussed mechanisms for pre-trial dispute resolution.
A meeting was also held with Kazakh students studying in Azerbaijan, where the role of youth in strengthening cultural cooperation and dialogue between the two countries was discussed. The final stage of the visit took place in the Parliament of Azerbaijan, where the parties discussed issues of family, women and child support, as well as prospects for future joint initiatives.
As a result of the trip, an initiative was proposed to hold an international forum on ethnomediation in the Mangystau Region with the participation of international organizations and partners from Turkic states. The forum aims to strengthen dialogue, share best practices, and enhance cultural and humanitarian ties among brotherly nations.
